I'd call that a parallel coordinates plot

I'd flip the graph so exports are on the left and imports on the right. English is read from left to right, so flipping the graph naturally leads the reader to think "where does the fish come from, and where does it go?"

Stephen: good suggestion on the flipping left and right. I might have to do just that.
