in your first example the precision and recall are the same, that happens because the row sums are the same that the column sums, what is a little bizarre for a non symmetric matrix. Also f1 = precision = recall in this case. I would suggest changing the random number seed.

@Daniel - Yes, you're right. Having a different seed and increasing the number of instances would be a good idea to avoid these special cases.
