You can already use atom + hydrogen and get something that is really similar to the R markdown experience.

org mode in emacs. Does way more than any notebook and has been supporting Literate Programming almost since the term was coined. Too many features (really unlimited given programability w elisp) to list.

there is also pweave, which also has a cousin for Julia
